We are the PMO at Paramount Streaming, that boasts unparalleled insight into transforming Agile Teams at Scale. Our program managers, release managers, project managers and scrum masters bring passion to iterative delivery and process while keeping our eyes on the goal and motivating one another to do the same! Our team blends program management, technical architecture, and engineering leadership to keep our platforms stable while continuously evolving them.


Role Details:
We're seeking a Manager, Technical Program Management who can operate as the subject matter expert on our technical architecture, working directly with engineers on implementation, risk, and scope, while coordinating across engineering, product, and business requests. This isn't a role that runs on status updates and timelines; it requires enough technical fluency to catch flawed scoping and surface dependencies before they become rework. This role also leads a team of Project Managers, responsible for their day-to-day workload, growth, and development, and ensuring the team's work stays aligned to architectural priorities.


Your Day-to-Day:
●    Serve as the subject matter expert on core technical architecture, working directly with engineers on how architectural changes get implemented, what they touch, and where they introduce risk.
●    Manage and develop a team of Project Managers, overseeing workload distribution, prioritization across their portfolios, and their growth as program/project managers.
●    Guide requirements-gathering on large architectural initiatives toward an agreed MVP, managing scope creep as multiple teams propose competing approaches.
●    Stand up and lead focused working groups (tiger teams) to execute isolated architectural changes without disrupting the broader platform.
●    Run and facilitate Architecture Intake, a standing forum with engineering leads across architecture and feature teams, reviewing new RFCs before they're committed to the roadmap.
●    Triage daily requests and escalations from feature teams across Paramount Streaming's platforms that depend on shared architecture systems, distinguishing routine asks from signals of deeper dependency issues.
●    Communicate program health, risk, and architectural roadmap status to engineering leadership and cross-functional stakeholders.


Basic Qualifications:
●    7+ years of technical program management experience in a complex, matrixed engineering organization, ideally supporting platform or architecture teams rather than feature delivery teams.
●    Prior experience managing or mentoring other program/project managers, with direct people-management responsibility (performance, growth, workload balancing).
●    Demonstrated ability to understand and reason about system architecture deeply enough to evaluate engineering estimates, scoping, and technical tradeoffs directly with engineers, not just track them.
●    Experience running structured technical review processes (e.g., architecture review boards, RFC processes) to drive cross-team alignment on technical direction.
●    Experience managing platform or infrastructure work with dependencies across multiple engineering teams and SRE.
●    Strong judgment on when to escalate, when to push back, and when to let engineering teams self-direct.
●    High proficiency with Jira, Confluence, and technical documentation; strong written and verbal communication with both engineers and leadership.
●    Bachelor's degree or equivalent experience.

Preferred Qualifications:
●    Familiarity with Next.js, Module Federation, micro-frontend architectures, or similar web platform technologies.
●    Experience in direct-to-consumer streaming, media, or high-traffic web platforms.
●    Background as a software engineer or technical lead prior to moving into program management.

ADDITIONAL INFORMATION

 

Hiring Salary Range: $124,000.00 - 186,000.00. 

 

The hiring salary range for this position applies to New York City, California, Colorado, Washington state, and most other geographies. Starting pay for the successful applicant depends on a variety of job-related factors, including but not limited to geographic location, market demands, experience, training, and education.  The benefits available for this position include medical, dental, vision, 401(k) plan, life insurance coverage, disability benefits, tuition assistance program and PTO or, if applicable,  as otherwise dictated by the appropriate Collective Bargaining Agreement. This position is bonus eligible.
